This is a graph that I did to show a comparison of the bass fisheries of my home lake Berryessa, and Clear Lk. Ca.
This graph is not based on scientific data (for the most part, although I have heard reports from Ca. DFG electro-shocking boats which do fully support this) but rather, is based on my own personal experience of several thousand hours spent on each of these two lakes.

You will immediately notice that while Clear Lk. has many more nice fish from 3 to 9 lbs, Berryessa has the obvious top end advantage.
Why ??? Two reasons: First of all, Clear Lk. has "so many" quality fish from 3 to 9 lbs, that this creates a ton of competition for the true giants of 13 lbs or more. Remember, 8 and 9 lb'ers eat the same food and occupy the same areas that a 13 lb'er does !
Secondly, Clear Lk. does not have hatchery trout, while Berryessa does. Granted, Clear Lk. has a ton of baitfish, and Hitch (a type of minnow which abounds in Clear Lk. and commonly gets  8" to 10") but wild baitfish have been running from predators all of there lives, and most of the time, manage to stay away from the bigger fishes mouths, while hatchery trout have no clue. These trout  provide an easy meal for trout-eating giants !
